Authorised Signatory
How to set up Authorised Signatories at lead partner and partner level.
An Authorised Signatory is an individual who can validate and legally sign documentation submitted to the programme on behalf of the project or a project partner. The capacity of the Authorised Signatory can be by a delegated mandate.
Please note: The information on this page only applies to small-scale applications, full applications, and approved projects. Submitting an expression of interest can be done without an Authorised Signatory.
For small-scale project applications and full applications, you must appoint a project manager and an Authorised Signatory at lead partner level.
For security reasons, the project manager and the Authorised Signatory may not be the same person. Please note that the two roles have distinct responsibilities:
- The project manager draws up all project related documents, such as the application, progress/ financial reports, and project change requests.
- The Authorised Signatory, on the other hand, is a person with the legal authority to sign on behalf of the lead partner. The Authorised Signatory is the only person who can submit the application form to the Joint Secretariat. Signing and submitting applications, reports, and documents take place through the Online Monitoring System.
Note: The project manager can submit expressions of interest. There is no need for an Authorised Signatory at the expression of interest stage.
TIP: START EARLY
You must designate the Authorised Signatory before you can submit a full application. We recommend you start the designation process as soon as possible and well before the end of a call. You will find guidance on how to do this further down this page.
Both the lead partner and the partners of an approved project must have an Authorised Signatory in place.
The Authorised Signatory of the lead partner has the following responsibilities:
- Sign the project contract between the North Sea Programme and the project shortly after project approval.
- Submit formal change requests to the Joint Secretariat, if there is a need to make changes to the project.
- Submit project-level progress and finance reports to the programme.
The Authorised Signatory of the partner has the following responsibility:

TIP: APPOINT MORE THAN ONE AUTHORISED SIGNATORY
We recommend you to have more than one Authorised Signatory in place on project and partner level. This is very helpful in case a colleague is absent for any reason.
Each partner will designate an Authorised Signatory through the Online Monitoring System.
