What do you need to know about our region?

Pays de Lumbres is an association of 36 communes, home to 24,000 residents, situated in the Hauts-de-France region. 

As a rural area at the crossroads of major employment hubs and well-connected by road, Lumbres faces a significant reliance on private cars due to limited public transport. This dependence poses both environmental and social challenges, such as fuel poverty driven by rising energy costs and limited travel options for certain groups. As a result, introducing sustainable transportation alternatives is a key priority for the region. Lumbres has been recognised as an Innovation Territory in France for its provision of alternative mobility solutions across its rural area.

What is our purpose?

Our role is to unify the collective efforts of all the communes within our region, fostering a spirit of collaboration and solidarity. By working together, we aim to strengthen the bonds between these communities, enhancing their ability to tackle shared challenges. A key aspect of this collaboration is creating economies of scale, allowing resources to be pooled and managed more efficiently. This, in turn, leads to cost-effective solutions that benefit the entire region. Through the design and implementation of a comprehensive and well-thought-out regional strategy, we are able to coordinate efforts across various sectors, ensuring that development occurs in a balanced, sustainable manner. Our focus is on achieving long-term growth that benefits not just individual areas, but the territory as a whole, promoting inclusivity, resilience, and prosperity for all.

As a result, Lumbres has led the way in developing its network of 7 mobility stations across its rural area which have allowed citizens to benefit from an electric car-sharing service since 2018 and more recently the availability of electric bike-sharing and solidarity transport as effective alternatives to the private car.

To facilitate these mobility services, a single digital tool is used that allows users to manage bookings and all the time provides a valuable source of anonymised data that supports effective evaluation.

Why are we in the MM Project?

With a transnational perspective, Lumbres aims to elevate its approach by leveraging the expertise of MM partners across the North Sea Region to develop innovative, user-driven mobility solutions.

By collaborating and learning alongside all of MM's European partners, Lumbres seeks to make significant strides in enhancing its mobility services. This includes exploring new facilities and identifying solutions that can effectively influence residents' behavior towards more sustainable transportation options.

Lumbres is eager to learn from other communities in the project, particularly in how they have successfully conducted needs-based evaluations of key target groups. These evaluations have helped capture valuable insights into people's everyday practices, providing a clearer understanding of the demand for mobility services. This understanding is central to the MM project and will empower partners like Lumbres to design innovative, alternative transport solutions tailored to the unique challenges of rural areas.
